習近平時期對東協區域軍事外交之研究-以現實建構主義觀點

Abstract

軍事外交近年已成為中共擴展影響力與國際話語權的重要工具,從習近平時期對東協區域軍事外交來看,運用聯合演習、軍品貿易、軍事交往與軍事援助等政策作為強化軍事外交的投射,試圖透過現實建構主義角度進行初步的觀察。本文問題意識在於習近平時期對東協區域軍事外交的主要目的、功能與背景為何?習近平時期對東協區域軍事外交的各項具體作為,其背後的戰略思維與未來可能發展?軍事外交執行單位運作機制改制有何意義?而習近平時期對東協區域軍事外交是否帶來的影響與阻礙? 本文研究發現首先是中共軍事外交主要執行機構單位「國際軍事合作辦公室」組織變革後,使習近平時期對東協軍事外交更加細膩與精準;其次,以現實建構主義「權力政治」與「理念認知」歸納東協國家與中共的相對軍事外交關係,可發現理念認知的影響力大於權力政治;再次,隨著習近平時期對東協軍事外交不斷深化與擴展,對解放軍的理解與互信也有所提升,惟部分國家對於解放軍仍有存有疑慮。最後,臺灣在此情況下應由「新南向政策專案小組」強化部會科際整合,研擬與強化與東協間的各種對話與合作。 本文研究建議第一個是可換從東協個別國家角度針對「理念認知」之變項,對中共軍事外交進行反瞻,瞭解此種互動建構,是否相同或異於中共視角,可對本文從中共視角探討進行重要的補充與修正。第二個建議在於權力與理念的變項評估。本文將物質權力作為自變項,理念作為中介變項,探討中共在國家行為依變項上的變化,建議也可試將變項假定互換,觀察國家行為是否有所變化,提升相關領域研究的深度與廣度。
Military diplomacy has become an important tool for the CCP to expand its influence and international discourse power in recent years. From the perspective of Xi Jinping’s military diplomacy in the ASEAN region, the use of joint exercises, military trade, military exchanges, and military assistance as a means of strengthening military diplomacy. Trying to make a preliminary observation through the perspective of realistic constructivism. The question of the problem in this paper is the main purpose, function and background of the military diplomacy of the ASEAN region during the Xi Jinping period. The specific actions of the military diplomacy of the ASEAN region during the Xi Jinping period, the strategic thinking behind it and the future development may be carried out. What is the significance of the mechanism reform? And does Xi Jinping’s influence and hindrance to the ASEAN regional military diplomacy? Theresearch findings in this paper are first of all the organizational reform of the "International Military Cooperation Office", the main executive unit of the CCP's military diplomacy, which makes the military diplomacy of the ASEAN more delicate and precise during the Xi Jinping period. Secondly, the realist constructivism "power politics" and "ideal cognition" Inducting the relative military and diplomatic relations between the ASEAN countries and the CCP, we can find that the influence of cognition is greater than that of power politics. Again, with the deepening and expansion of the military diplomacy of ASEAN during the Xi Jinping period, the understanding and mutual trust of the PLA has also improved. Some countries still have doubts about the PLA. Finally, in this case, Taiwan should strengthen the inter-disciplinary integration of the "New South-South Policy Project Team" to develop and strengthen various dialogues and cooperation with the ASEAN. The first research proposal in this paper is to change the ideology of "ideology cognition" from the perspective of individual ASEAN countries, to look back on the CCP's military diplomacy, and to understand whether this kind of interactive construction is the same or different from the CCP perspective. The CCP perspective explores important additions and amendments. The second recommendation is the evaluation of the variables of power and philosophy. In this paper, material power is taken as a self-changing item, and the concept is used as an intermediary variable to explore the changes in the CCP's behavioral changes in the country.Suggestions can also try to interchange the variables, observe whether the state behavior has changed, and improve the depth and breadth of research in related fields.
