SSCI、TSSCI與台灣社會科學學術評鑑制度

Abstract

本文作者認為科技民主的概念主要是主張由科技政策施行的對象來決定政策如格制定，將此決策模式落實在學術場域中，針對學術評鑑與大學評鑑所依據的標準，便應容許身處其中的學術社群自身提出意見與批評。本文首牨以社會學中科技民主與反身社會學的觀點來檢視學術評鑑議題，其次介紹臺灣現有社會科學學術評鑑制度形成的背景、SSCI與TSSCI的內在理路、現有學術評鑑標準的外部效應與非預期後果、並以TSSCI與臺灣現有其他資料庫做一比較，最後提出建議與結論。期能藉由此－探討，喚起學者們對現今臺灣社科學學術評鑑制度的反思。

The author proposed that] the concept of “Technology Democracy” denotes that technology policies should be determined by those whom the policies are to be practiced upon. Applying such concept to the academy, it is necessary that policies regarding academic evaluation and university evaluation should thus accept criticisms and opinions from the academic society. This article dealt first with academic evaluation from a sociological perspective, regarding mainly technology democracy and reflexive sociology. Then, the article presented Taiwan’s academic evolution system of social science and the inherited logic of SSCI and TSSCI, while discussing their overall effects and unexpected results. The article also compared TSSCI with other databases in Taiwan and proposed some suggestions and conclusions. By doing this analysis, the article hopes to raise more attention and reflection on the social science evaluation system in Taiwan.
