探究臺北市社會住宅青創計畫輔導團隊對青創戶之培力運作

Abstract
台北市社會住宅不斷地興建,為了讓社宅裡的居民能夠與居住環境產生不同連結,臺北市於2017年開始在社宅中執行青年創新回饋計畫,透過徵選機制,將一群對社區營造有熱忱青年注入到社會住宅中,為社會住宅帶來蓬勃的生命力。為了讓這群青創戶能夠順利在社宅中執行社區計畫,台北市都發局透過招標,選定原典創思規劃顧問有限公司擔任輔導團隊,讓青創戶能順利在社宅中進行社區營造工作。本研究旨在探討原典創思輔導團隊如何針對青創戶進行培力,研究目的為探討原典創思輔導團隊與青創計畫的發展脈絡、輔導團隊的培力理念與運用經驗、培力觀點用在社宅社區工作的意義。本研究採用質性研究方法,以原典創思輔導團隊進行個案研究,總共訪談六位輔導青創戶的窗口,透過深度訪談進行資料蒐集,整理原典創思輔導團隊的培力過程與理念。研究發現:輔導團隊花了許多心思在培力青創戶,從入住前的培力工作坊,到入住後的定期輔導和成果檢核,每一環節都有輔導團隊努力的身影,只為了讓青創戶能順利執行社區計畫;而培力青創戶對於社宅來說,也帶來許多益處,居民有許多社區參與的機會,而輔導窗口及青創戶之間則是互相教學相長。這項計畫目前一直不斷修正和調整,期許未來能夠有更多人關注此項議題,探討政策與實務現場的變化。
In order to allow the residents in the social housing to have new and close connections with the living environment, Taipei City Government has begun to implement The Youth Innovation of Social Housing since 2017. Through the selection mechanism, young people who are enthusiastic about community work have been selected for bringing vigorous vitality to social housing. In order to enable this group of young entrepreneurs to successfully carry out community projects, Taipei Metropolitan Development Bureau selected Collaborative O. Company as the advisory team. This advisory team helped the young entrepreneurs successfully carry out community work in the social housing. The purpose of this study is to explore how the advisory team cultivates and empowers those youth entrepreneurs.This study adopted qualitative research method, and conducted a case study of the advisory team. In-depth interviews were used and totally six team members were interviewed. The findings of this study include: the empowerment processes tarted before the young people moved in social housing. After moving in, those young people also received intensive and responsive assistances from the advisory team. Some positive impacts have been shown among social housing residents. Future development of this innovative project still needs to be monitored continually.
