大學社會責任實踐計畫之執行挑戰與因應對策之研究

Abstract

近年來，重視大學社會責任（university social responsibility, USR）實踐已蔚為主流國際趨勢，世界各國開始強調大學實踐社會責任，希望能藉由大學自身的能量，參與在地社會發展，帶動產業、社區與環境的繁榮，履行帶領社會變革的功能與角色，以達成共好的目標與願景。本研究旨在探討大學社會責任之內涵及各大學推動教育部大學社會責任實踐計畫（project of university social responsibility，簡稱USR計畫）之執行挑戰與因應對策，據以提出未來精進大學推展社會責任之具體可行策略建議。本研究先以焦點團體法蒐集國內對USR計畫有實務經驗和見解之八位專家學者，冀以提供教育行政單位和學校行政單位主管階層聚焦之USR計畫執行策略、困難挑戰、因應對策、與政策建議。其次，本研究選取四校來自臺灣北、中、南、東部各一所大學連續三期（2017-2018年、2018-2019年、2019-2022年）獲得教育部補助B類（萌芽型）及C類（深耕型）計畫大學之USR計畫主持人，以半結構式深度訪談法蒐集大學教師在第一線執行計畫之現況看法。依據研究目的與結果分析，本研究綜合歸納出以下四點結論，包括：一、大學社會責任之內涵有五項立論基礎。二、我國大學USR計畫之推動策略有五項。三、我國大學USR計畫執行之困難與挑戰有十三項。四、我國大學面對USR計畫執行困難與挑戰之因應對策有八項。最後，根據以上結論，本研究分別對教育行政主管機關、大專校院、社會合作夥伴、及未來研究提出建議，俾供我國大學社會責任實踐計畫後續學術探究與實務應用推動之進一步參考。In recent years, countries around the world have begun to emphasize the practice of social responsibility by universities, hoping to use the energy of universities to participate in local social development and drive the prosperity of industries, communities and the environment.There are two aims of this research proposed, including (1) exploring the connotation of university social responsibility (USR), and (2) analyzing the issues, challenges, and coping strategies for implementing USR projects. This research adopted focus groups and semi-structured in-depth interviews to investigate the viewpoints of stakeholders on the university side.Based on the findings, the conclusions are summarized as follows:1.Five theoretical foundations for the connotation of USR.2.Five strategies for implementing USR projects.3.The difficulties and challenges of implementing USR projects are 13.4.The coping strategies for implementing USR projects are 8.Suggestions and recommendation based on the findings and conclusions are proposed to the educational administration authorities, universities, social partners and future studies.
