Abstract
本研究案的研究目的是希望藉由需求面與供給面的分析,來探究如何整合社會保 險、商業保險與微型保險,以使得經濟弱勢家庭可以降低各類風險所導致的家庭經濟損 失。 第一年著重於需求面的分析,也就是針對低所得及特定身份弱勢者探究其對於微型 保險的需求與評價,研究問題包括 (一)其所面臨影響家庭經濟安全的各類風險有哪些? (二)這些風險對其家庭經濟造成的影響程度如何? (三)其為減低/管理風險所採取正式與非正式的因應策略有哪些? (四)對於微型保險的認知、使用的情況如何? (五)微型保險對於其減低/管理風險的影響如何? 第二年計畫從供給面分析,一方面對台灣現行微型保險的供給面進行整理分析,另 一方面則是比較台灣與印尼的微型保險制度;研究問題包括: (一)社會福利政策(含社會保險)、微型金融與微型保險政策的相關政策如何配合? (二)政府部門、商業保險公司以及非營利組織(含儲蓄互助社)如何運作? (三)上述三部門間的連結關係與運作模式如何? (四)如何找到平衡商業利益與社會公益的微型保險最佳實務(the best practice)? (五)微型保險對於降低貧窮的影響? (六)微型保險對於政府部門、保險公司、非營利組織的影響? (七)除了上述三部門,台灣民眾對於微型保險的態度如何?
The purpose of this study is to investigate the demand side and the supply side of the micro-insurance system in Taiwan. The first year project will focus on the demand side—the needs of economically vulnerable families. The second year project will analyze the supply side---insurance providers and related stakeholders, including commercial companies, the central government and local governments, NGOs and credit unions. Micro-insurance will be seen as one of the measures to help lower-income people reduce some social risks and protect them against serious income losses. Hence, the results of this study can shed light on how to integrate social insurance, commercial insurance as well as micro-insurance systems in order to combat poverty in the turbulent global economy.
