大專校院運動代表隊績效指標建構與績效評估之研究

Abstract
本研究旨在建構大專校院運動代表隊績效指標,並分析2009-2011年大專校院績效值及瞭解影響績效值之因素。本研究採用德爾菲專家問卷、模糊層級分析法,建構大專校院運動代表隊績效評估指標,並以問卷調查法,針對全國大專校院171所學校中運動代表隊總數達15隊(含)以上學校,共計41所學校進行分析,並以保證區域資料包絡分析法評估大專校院運動代表隊績效,所得結果如下:
一、大專校院運動代表隊績效評估指標共分成投入與產出兩個層面,以「專任運動教練人數」與「大運會金牌總數」模糊權重值最高。
二、大專校院運動代表隊在「運動代表隊總人數」、「訓練總經費」與「場地維修費」三個部分呈現逐年上升的趨勢。
三、大專校院運動代表隊績效評估指標共計13項,包括:運動種類、運動代表隊總數、運動代表隊總人數等13項指標。
四、2009-2011年AR模式大專校院運動代表隊41所學校中,有5所學校達完全效率,依不同類型學校進一步分析,有體育相關科系的13所學校中,有3所達完全效率;無體育相關科系的28所學校,有5所達完全效率;公立學校的25所學校中,有4所達完全效率;私立學校的16所學校中,有4所學校達完全效率,影響績效值的主要因素為設備購入費及大運會總得牌數。
基於上述結果,大專校院運動代表隊績效指標,以爭取榮譽為導向,依整體績效評估結果,建議國內大專校院經營運動代表隊,公立大專校院應朝向經營有體育相關科系之運動代表隊、私立大專校院應朝向經向非體育相關科系之運動代表隊。
This study aimed to construct the university sports team performance indicators and attempt team performance evaluation in 2009-2011. The study used the Delphi and Fuzzy AHP methods to construct the university sports team performance indicators. The questionnaire was used to include 41 universities, which have more than 15 sports teams among 171 universities in Taiwan. Then the Assure Regional Data Envelopment Analysis (AR/DEA) was utilized to evaluate university sports team performance. The findings were as follows: The team performance assessment indicators were grouped into input and output indicators. The highest fuzzy weight was "full-time sports coach" and "number of medals". Results also indicated increase trends in total number of athletes, funding for training, especially facility maintenance fee. The Delphi and Fuzzy AHP showed 13 indicators of the university sports team performance index, including types of sports, number of sports teams, total number of athlete, etc. The evaluation showed five universities achieved full efficiency in AR model among 41 participated universities in 2009-2011. Specifically, the attribution analysis revealed three universities achieved full efficiency among 13 universities with Physical Education (PE) department and five of universities without PE department achieved full efficiency. Moreover, four public universities achieved full efficiency among 25 public universities and four private universities also achieved same goal. The most significant factors were equipment fee and number of total medals. Conclusion: Findings of this study suggested the university sports team were honor-oriented. The main input indicator of performance evaluation of the university sports team was the number of full-time sports coach and the total number of gold medal was the main output indicator. Because of the highly increased of facility maintenance fee, the institution should pay more attention on ensuring proper fund management. Moreover, public universities should divert their resources to manage sports teams with PE department. On the other hand, private universities should focus on sports teams without PE department.
