全球化下勞動政策之政治經濟分析

Abstract

本研究以日本的政治經濟體制為研究對象，探討在發展型國家轉型過程中， 對於勞動力市場所產生的影響，以及因此一轉變所造成的衝擊為何。在研究設計 上，為了能夠更加釐清日本在1990 年代之後，政府與市場的關係出現什麼樣的 轉變，這個轉變又如何對勞動者產生影響，本研究計畫擬以企業對於勞動力的需 求、企業在政治過程的參與為依變項，而經濟全球化、亞洲金融風暴與日本國內 政治、社會的因素為自變項，藉以分析日本在亞洲金融風暴前後的國內與國際因 素，對於日本的勞動力市場產生了什麼樣的影響。更進一步地來說，這樣的影響 對於日本的經濟發展會造成什麼樣的後果。緣此，本研究計畫乃意欲理解1990 年代之後，日本政府遭遇到政治、經濟與社會層面上的轉變，國家要如何回應全 球經濟再重組所帶給勞動力市場的影響與衝擊？同時要如何滿足並符合民主化 過程對勞資關係的要求？

The Political Economy Analysis of Globalization toward Labor Policy-- The Case of Japan This research is focused on the political and economical systems in Japan to discuss how the transition of developed country has significant influences and impacts on its labor market. In order to clarify how the relationship between Japanese government and the market has been changed since 1990,and how this change has influenced the labor force, this research plans to have the industrial demands on labor force and the industry’s involvement in politics as the dependent variables; while economic globalization, Asia financial crisis, and domestic political and social factors as the independent variables. This research aims to analyze how the domestic and international factors, before and after Asia financial crisis, impacted the labor market in Japan, and how this impact has influenced Japan’s economic development. This research tries to understand the structural changes in Japan’s politics, economy and society, and how Japanese government responds to the influences and impacts brought from the restructured global economy and how it satisfies the demands of industrial relations in democratization.
