高架橋下適老空間規劃－以屏東縣西勢村為例

Abstract

高架橋下的帶狀空間成為近年新的城鄉議題與使用形態，在土地資源日形短缺下，橋下空間之使用其越來越深刻的影響到城鄉景觀、土地資源的利用與社區生活的品質。本研究以高架橋下空間再利用為題，以適老環境作為橋下空間規畫之概念，以屏東縣西勢村為實際規劃之案例。西勢村是屏東縣政府建構在地老化的失智樂齡友善社區。橋下空間再利用之目的在於善用土地資源，滿足村里住民們能有常態性使用的休閒場所。橋下空間因其線狀與空間特性，藉由活用線狀空間而帶動社區面向的發展是為橋下空間再利用的終極目標。研究規劃之目的有四：（一）探討高架橋下適老空間與規畫概念之呈現與建議；（二）分析適老條件，提高社區高齡者參與活動之動機；（三）建構常態性的休閒活動場所，增加社區活動聯誼的機會；（四）建立社區核心意象為目的，強化村里連結與提升社區導覽觀光之價值。The strip space under the viaduct has become a new urban-rural issue and usage pattern in recent years. With the shortage of land resources, the use of the space under the bridge has increasingly profound impacts on the urban and rural landscape, the use of land resources and the quality of community life. This research takes the reuse of space under the viaduct as the topic, takes the age-friendly environment as the concept of space planning under the bridge, and takes Xishi Village in Pingtung County as the actual planning case. Xishi Village is a friendly community for dementia and senior citizens constructed by the Pingtung County Government. The purpose of the reuse of the space under the bridge is to make good use of land resources to satisfy the residents of the village as a leisure place that can be used regularly. Because of the linear and spatial characteristics of the space under the bridge, it is the ultimate goal for the reuse of the space under the bridge to promote the development of the community by making use of the linear space. The purpose of the research and planning is fourfold: (1) To explore the presentation and suggestions of the concept of suitable space and planning under the viaduct; (2) Analyze the age-appropriate conditions and improve the motivation of the elderly in the community to participate in activities; (3) Construct a normal leisure activity place to increase opportunities for community activities; (4) Build a core image of the community for the purpose of strengthening the connection and promotion of the village The value of community guided tours.
