探究街友返回社區自立生活之服務模式:以新北市某街友中途之家為例

Abstract
本研究是透過深度訪談街友中途之家第一線專業工作者,以瞭解在提供專業服務模式促成街友返回社區、自立生活的歷程,更進一步檢視各服務模式階段所面臨的挑戰與如何因應。研究結果發現,街友中途之家的角色提供了最重要的居住安置之關鍵因素,從街友入住中途之家不再餐風露宿,穩定其生活及工作狀態,透過專業工作者社工及就輔員的協助下,提供一系列的服務模式,街友從自行應徵工作或就輔員協助找尋工作開始,持續穩定其就業,導入財務知能、資產累積觀念與街友共同訂定儲蓄計畫,協助社區租屋、自立生活等,都有效促進街友返回社區及自立生活。然而,在服務模式的歷程中,在街友與工作者的專業關係不斷地拉扯影響之下,仍有許多議題與困境仍待突破。
This study is based on in-depth interviews with front-line professional workers in halfway houses for homeless people to understand the process of providing professional service models to help homeless people return to the community and live independently, and further examine the challenges and methods faced in each service model stage. From the time when homeless people move into the halfway house and no longer sleep in the open, their living and working conditions are stabilized, through professional social workers and employment with the assistance of counselors, a series of service models are provided. Street residents can apply for jobs on their own or find jobs with the help of counselors, continue to stabilize their employment, and introduce financial knowledge and asset accumulation concepts to jointly develop savings plans with the homeless. Assisting the community with renting houses and living independently can effectively promote street residents to return to the community and live independently. However, in the course of the service model, under the constant influence of the professional relationship between homeless people and workers, there are still many issues and difficulties that need to be overcome.
