居民對臺北市立圖書館北投分館觀光衝擊認知之研究

Abstract
臺北市立圖書館北投分館地理位置近溫泉區與多個景點,並且交通方便,其建築物本身為臺灣首座綠建築圖書館,請專業設計團隊操刀設計,外觀漂亮、景觀優美,吸引許多人慕名前來。與此同時,吸引人潮前來觀光是否會影響圖書館服務及空間提供?本研究旨在研究新北投及圖書館觀光是否會對該館服務及空間是否會造成影響,對當地居民的使用產生觀光衝擊,及是否會影響居民使用北投分館的意願。研究發現,讀者與館員普遍認同北投分館為觀光景點,並且北投分館提供觀光相關服務,例如:導覽、提供在地文學、藝術作品、提供觀光諮詢服務與有其重要性。讀者與館員均認可北投分館提供觀光相關服務能帶來社會與環境的正面意義;在環境負面衝擊層面,讀者受噪音影響最大,並且在使否會影響排架凌亂問題,館員與讀者意見分歧;在社會負面衝擊層面,館員與讀者在是否會影響座位找尋難度意見相悖,館員認為與座位空間規劃不足有關。研究結果在相關性方面發現:(一)對北投或是北投觀光發展的態度對觀光衝擊社會與環境的正面衝擊均有正向相關;對負面衝擊則有負向相關。(二)肯定北投分館觀光服務的價值與環境的正面衝擊對降低使用意願有負向相關;環境負面衝擊與受觀光客的不當行為對使用意願的下降有正向相關。(三)使用意願的下降與覺得服務、設施受到觀光客的壓縮也會反應至到館頻率上。(四)對北投觀光的態度對在北投分館的停留時間呈現正向相關;肯定北投分館觀光服務的價值對增加停留時間有負相關。最後依研究結果提出對北投分館與未來研究的建議。
The Taipei Public Library Beitou Branch, located near hot springs and multiple attractions, stands as Taiwan's inaugural green building library and attracts many tourists. However, the influx of tourists raises concerns about tourism impacts on the Beitou Library’s services and spatial availability. This study investigates how tourists impact the Beitou Library, influencing user experiences and willingness to engage, while considering the environmental and social dimensions of tourism impact. The study found that both readers and librarians generally agree that the Beitou Library is a tourist attraction, and provides tourism-related services, such as guided library tours, exhibitions of local literature and artwork, and tourism advisory services, which are considered important. Both readers and librarians recognize that these tourism-related services bring positive social and environmental benefits. In terms of negative environmental impacts, readers are most affected by noise, and librarians and readers have different opinions on whether tourism affects the shelfing of books. Regarding negative social impacts, librarians and readers have conflicting views on whether the difficulty in finding seats is affected, with librarians attributing it to insufficient seating space planning.The study's findings on correlations are as follows: (1) Attitudes towards Beitou or Beitou tourism development have a positive correlation with the positive social and environmental impacts of tourism, and a negative correlation with the negative impacts. (2) The recognition of the value of Beitou Branch’s tourism services and positive environmental impacts has a negative correlation with the willingness to use the library; negative environmental impacts and inappropriate behavior by touristshave a positive correlation with decreased willingness to use the library. (3) The decline in willingness to use the library and the thought of services and facilities are perceived to be overwhelmed by tourists also reflects on the frequency of visits. (4) Attitudes towards Beitou tourism show a positive correlation with the time spent at the Beitou Branch, while recognizing the value of Beitou Branch’s tourism services shows a negative correlation with increased time spent at the library. Finally, recommendations are made for the Beitou Branch and future research based on the study's results.
