轉身離開─公職社會工作師轉調職系經驗探討

Abstract
本研究旨在探討公職社工師轉調職系之經驗。以質性研究方法,訪談七位現已轉調離開社工專業之「前」公職社會工作師,以「曾經的局內人、現在的局外人」角度,分享其投身公職動機、決定轉調離開的決策原因、選擇轉調新職務的考量以及轉調後的實際感受。研究發現,公職身分帶來的待遇與福利保障,是吸引受訪者投身公職的主要動機。然而長期面臨高強度的工作負荷,導致身心壓力俱大,加之行政體制下科層考量凌駕專業,故在轉調限制期滿後,公職社工師寧願選擇轉調至其他職系從事相對輕鬆的行政職務。值得注意的是,受訪者在轉調後持續以不同形式展現社工特質與專長,且普遍對轉調抱持正向肯定的態度。本研究驗證了公職社工師流動的主因,並呈現其工作實況及決策考量。另外也分別對制度面、用人機關與公職社工師提出建議,以期研究結果能致力於改善台灣基層社工的工作環境,並使社會工作專業更受重視。
The aim of this research is to explore the transferred experience of public social workers. Seven “former” public social workers who have left the profession have been interviewed by using qualitative research methods. This research shows the viewpoint of the perspective of “outsiders” by sharing their initial motivation to join the civil service system, the main reason for deciding to transfer, the consideration of choosing a new position and their feedbacks after the transfer.The study illustrates that the salary and welfare offered by the authorities are the main attractiveness for interviewees to join civil service system. However, long-term and high-intensity workloads under the administrative bureaucratic system have led both physical and mental pressure to them. Meanwhile, policy and political factors often override professional judgement. As a result, interviewees would rather choose to transfer to other class series and engage in easier administrative duties after the expiration of the transfer restriction period. They are optimistic about the transfer and demonstrate professional experience in social work in new position after transfer.In general, this study verifies the reason for transfer of the public social worker, and illustrates their working experience and their decision-making considerations. The research also provides several suggestions for the regulations, executive branches and public social workers, respectively. Hoping for a more friendly working environment that values social work profession to be created in Taiwan via the result in the study.
