Abstract
大學教育是由學生、教師及行政人員共同合作完成的使命,學校行政系統之運作,是學校辦學的中樞系統,優質的行政團隊可提高組織的效能。工作價值觀是影響組織成員工作態度與行為的重要因素,工作價值觀會影響個人對學校的認同感。
因此,本研究旨在探討大學行政人員在職進修意向與工作價值觀的關係,瞭解大學行政人員在職進修意向及對工作價值觀的認知。本研究以大台北地區公、私立各一所大學的行政人員為施測對象,回收有效問卷共1057份,回收率為88%。問卷係依Elizur, Brog, Hunt& Beck的工作價值觀問卷(Work Values Questionnaire, WVQ)編製而成,根據問卷填答結果,進行統計分析,並得出下列結論:
一、求知興趣為影響個人在職進修意向最常見的因素。
二、大學行政人員最重視情意性工作價值觀。
三、隨著年齡增長,認知性、情意性、工具性及整體工作價值觀呈現遞減的趨勢。
四、學歷愈高之大學行政人員,認知性、情意性、工具性及整體工作價值觀愈高。
五、約聘僱人員的認知性、情意性、工具性及整體工作價值觀顯著高於正式人員。
六、年資最淺者在認知性、情意性,工具性及整體工作價值觀都高於資深者。
七、參與進修及未來計劃進修的行政人員工作價值觀較高。
根據研究結果,對相關單位提出建議:
一、職務再造,善用人力資源
二、重視約聘人員權益
三、建置完善的晉升制度
四、提供進修者彈性的空間與培訓環境
五、建議延長修業年限
六、在職進修的內容以客製化、多元化導向發展
七、放寬年資限制
八、針對不同年齡層規劃專業課程,培養第二專長
The mission of university education is achieved through the cooperation among students, teachers and administrative personnel. The running of the administrative system in a school is essential to the school operations. High quality administration team can enhance the efficiency of university management. The work value is an important factor affecting staff's working attitude and behaviors. In addition, the work value influences employee’s engagement with the school. Therefore, this research was designed to understand perceptions of university administrative personnel about work values and their intentions of participating in in-service programs. This research was also aimed at exploring the relationship between intention of participating in in-service programs and work values for administrative personnel in university. The subjects for the research were the administrative personnel of twouniversities, one national university and one private, located in Taipei area. There were 1057 copies of valid questionnaire returned (a return rate of 88%). The survey instrument was developed based on Elizur, Brog, Hunt and Beck’s Work Values Questionnaire. Data were extracted from the responses of the returned questionnaire and analyzed using different statistical methods. Based on the analysis results, the following conclusions were summed up: 1. The interest in knowledge seeking is the most common factor affecting one’s intention of participating in in-service training programs. 2. University administrative personnel value the affective work values most. 3. As growing older, the trend declines on the cognition, affection, instrument and entire work values. 4. The higher in educational level tend to have a higher recognition on the cognition, affection, instrument and entire work values. 5. Contracted workers have higher recognitions than regular staff on the cognition, affection, instrument and entire work values. 6. Junior workers have higher recognitions than senior ones on the cognition, affection, instrument and entire work values. 7. The personnel who participated in the training or plan to participate in training programs have higher score on the work values. According to the results of the study, the following suggestions were proposed: 1. Redesign job functions and make the best out of the human resources. 2. Pay attentions to contract workers’ rights and benefits. 3. Develop an appropriate promotion system. 4. Offer trainees flexible working hours and training environment. 5. Allow a longer in-service training time. 6. Design a customized and diversified content of the in-service training. 7. Loosen the restriction on seniority. 8. Plan professional courses for different age levels and train them for the second specialty.
