基隆市里長休閒認知、休閒參與及其休閒活動推動現況之探討

Abstract

本研究有鑑於休閒生活對民眾健康的重要性，故休閒推廣日趨重要。而里長是政府的行政基層，在推動休閒活動中可居於重要環節，其本身之休閒認知及休閒參與可能影響其推動情形。本研究以基隆市為研究範圍，目的旨在瞭解基隆市里長的休閒認知與休閒參與之關係，進而探討基隆市社區休閒推動現況。以基隆市第二十屆157位里長做為研究對象，採問卷調查方式進行普查。問卷以Likert五等量表測量，資料採用IBM SPSS 22.0中文版進行分析，所得結果藉由描述性統計、皮爾遜積差分析相關、多元迴歸分析各變項對休閒參與之預測力，進行分析討論。研究結論：一、基隆市里內舉辦之休閒活動，民眾參與率不到一成，以中老年人居多，且女性佔多數。經費不足為主要推動阻礙。舉辦類型以唱歌、健康知識講座、旅遊、登山健行路跑為主。二、基隆市里長休閒認知程度高，有主動參與休閒活動的意願，且休閒參與度也高。三、 基隆市里長之休閒認知與休閒參與之間具有顯著的正相關，里長的休閒認知越高，對於休閒參與的意願也越高。四、基隆市里長其擔任里長任期數、以及個人每月投入休閒之費用，與里長的休閒效益認知能顯著預測休閒參與的程度。所得結果提供基隆市政府作為日後社區休閒推動的參考依據。

In view of the fact that leisure life is important to human health and leisure promotion continuously increases in importance on that account. The chiefs of villages are governmental street-level bureaucrats and play important roles in promoting leisure activities, and their own leisure cognition and participation might affect the implementation. This study aimed at exploring the relationship between leisure cognition and leisure participation of the chiefs of villages in Keelung and discussing the leisure promotion in Keelung. One hundred and fifty seven questionnaires were sent out to the 20th chiefs of villages by convenience sampling, and the questionnaire took a 5 point Likert scale. Based on the data collected from questionnaires, descriptive statistics, Person’s correlation coefficients and multiple regression analysis were performed with IBM SPSS 22.0 Chinese version to analyze each variable on leisure participation forecast. The results found: 1. the public participation in the community leisure activities held in Keelung was less than ten percent, and the majority was the middle-aged and elderly, also the female had predominance. The inadequate fund was principal obstacle of leisure promotion. Leisure activities mainly held by singing, lectures on health, tourism, hiking and road running. 2. the chiefs of villages possessed higher leisure cognition and willingness to take part in leisure activities, their participation was higher, too. 3. the chiefs of villages’ leisure cognition had a significantly positive correlation with leisure participation. 4. the chiefs of the villages’ tenure of office, monthly leisure expense and the cognition of leisure benefits could predict the leisure participation strikingly. Suggestions were provided for Keelung city government to execute community leisure activities in the future.
