Abstract
Moral and civic education in Macao is currently receiving increased social focus and is integral to developing students' cognition, behavior, and character. This education is influ-ential across various life aspects, despite not being mandatory in universities. This study investigates the development, content, and editorial principles of Macao's secondary school moral and civics textbooks, as well as their curriculum implementation by teachers, using semi-structured interviews. It examines the textbooks' editorial philosophy and the real-world application of the curriculum in schools. The study found that the editorial philosophy of Macao's moral and civics textbooks emphasizes flexibility and richness in content to support the development of tailored school-based curricula. At the secondary level, the curriculum promotes varied teaching methods to stimulate student discussion and thought. However, there remains a gap in the professional development of teachers, with a lack of local training courses in moral and civics education. This study advocates for establishing systematic teacher training programs, strengthening collaborations between teachers and textbook authors, and creating a dedicated organization for moral and civics education. It suggests introducing specialized teaching models and enhancing teaching resources. Future research should investigate textbook usage in Macao’s public schools and assess policies and content in upcoming textbook editions.
