高級中等學校校園兒童權利公約指標建構之研究

Abstract

本研究旨在建構我國高級中等學校校園兒童權利公約指標,並探討高級中等學校校園兒童權利公約指標中各構面與指標細項的必要性、重要性與特性分析。本研究採焦點團體座談法與模糊德懷術問卷調查法。研究工具為「高級中等學校校園兒童權利公約指標之研究」問卷,邀請專家學者與教育實務工作者共21名,組成模糊德懷術問卷調查小組,將調查所得的資料進行分析,發現高級中等學校校園兒童權利公約指標構面、指標細項的重要性排序與特色,研究結論如下:一、本研究建構之高級中等學校校園兒童權利公約指標包含6個構面、49個指標細項,每一構面與指標細項均具有其必要性。二、本研究建構之6個構面為:A「校園安全」、B「健康促進」、C「教育與學習」、D「休閒與進路」、E「表達與自尊」、F「參與和問責」,以構面「教育與學習」與「表達與自尊」重要程度最高,構面「校園安全」與「健康促進」次之。三、本研究建構之49個指標,以A-5 學校教職員工以理性、同理、公平及友善的態度對待學生,嚴禁霸凌、性平情事,或對學生造成任何形式的傷害或恐懼;A-7 學校主動關懷學生,並有效處理校園安全事件,如騷擾、歧視、霸凌和性平等事件;E-1學校讓學生在學習活動中適切表達自己的觀點,傾聽並尊重、重視學生的意見,並予合理有效之回應;E-8 教師在教學中不會灌輸或偏袒自己的宗教信仰、族群、性別、意識型態及政治立場,教學活動與師生互動能充分表現平等對話精神等4項之重要程度最高。四、本研究建構之構面A「校園安全」含有9個指標細項,以「校園安全環境」項目以A-4之重要程度較高,「友善校園氛圍」項目以A-5、A-7之重要程度較高;構面B「健康促進」含5個指標細項,以B-1之重要程度較高;構面C「教育與學習」含7個指標細項,以C-2之重要程度較高;構面D「休閒與進路」含15個指標細項,其中「休憩遊戲」項目以D-4之重要程度較高,「職涯探索」項目以D-6之重要程度較高,「產學合作」項目以D-11、D-12、D-14之重要程度較高;構面E「表達與自尊」含8個指標細項,以E-1、E-8之重要程度較高;構面F「參與和問責」含8個指標細項,以F-3、F-6之重要程度較高。
The purpose of this study was to construct indicators for the Convention on the Rights of the Child (CRC) for senior high school campuses in Taiwan, and to explore the necessity, importance and characteristics of the various components and indicators of the CRC for senior high school campuses. This study used a focus group interview method and a fuzzy delphi questionnaire. A total of 21 scholars, experts and educators were invited to form a questionnaire survey group of fuzzy ethics. After analyzing the data obtained from the survey, it was found that the importance ranking and characteristics of the six dimensions of the Convention on the Rights of the Child indicators for senior high school campuses, the conclusions are as follows:(1) This study constructs six dimensions of the Convention on the Rights of the Child for senior high school campuses, with 49 indicators, each of which has its own necessity.(2) The indicators of the Convention on the Rights of the Child for senior high school campuses have six dimensions: A"campus safety", B "health promotion", C "education and learning", D "leisure and career", E "expression and self-esteem", and F "participation and accountability", with dimension "education and learning" and "expression and self-esteem" being the most important, followed by "campus safety" and "health promotion". (3) There are a total of 49 sub-items in the indicators of the Convention on the Rights of the Child for senior high school campuses, among which A-5, A-7, E-1, and E-8 are the most important. A-5 School staff treat students with reason, empathy, fairness and friendliness. Bullying, sexual harassment, or any form of harm or fear to students is strictly prohibited. A-7 School is proactive in caring for students and responding effectively to campus safety incidents such as harassment, discrimination, bullying and gender equality incidents. E-1 Schools allow students to express their opinions appropriately in learning activities, listen to, respect and value students' opinions,and respond reasonably and effectively.E-8 Teachers will not indoctrinate or favor their own religious beliefs, ethnic groups, genders, ideologies, and political stances in teaching, and teaching activities and teacher-student interactions can fully demonstrate the spirit of equal dialogue.(4) The indicators of the Convention on the Rights of the Child for senior high school campuses include dimension A"campus safety", which contains 9 sub-items, among which the item "campus safety environment" is rated as A-4 with higher importance, and the item "friendly campus atmosphere" is rated as A-5, A-7 with higher importance; there are 5 sub-items under dimension B "health promotion", and the importance of B-1 is relatively high; there are 7 indicators under dimension C "education and learning" is rated as C-2 with higher importance; dimension D "leisure and career" contains 15 sub-items of indicators, among which item"recreational games" is of higher importance for D-4, and item "career exploration" D-6 is more important, and item "industry-university cooperation" D-11, D-12, and D-14 are more important; dimension E "expression and self-esteem" contains 8 sub-items , the importance of E-1 and E-8 is relatively high; there are 8 sub-items under dimension F "participation and accountability", and the importance of F-3 and F-6 is relatively high.
