Abstract
本研究旨在針對我國高中職學費政策進行評估，其主要目的有以下三項：一、分析我國現行高中職學費政策；二、探討我國高中職學費政策制定的影響因素；三、因應相關教育政策之需求，研擬我國高中職未來學費政策制定與實施之參考策略。為達成前述研究目的，本研究分別採用文件分析法、調查法與焦點團體訪談法，進行資料之蒐集。就文件分析部分，旨在蒐集相關文件與資料庫等資料、數據，進行分析，以為後續其他研究工具之參考。透過焦點團體訪談，則在匯集相關專家學者的意見，以為問卷編製之參考，並為形成實施策略資料來源之一。本研究並根據文件分析結果編製，針對國內學者專家與相關的利害關係人如高中職教師、學生家長與各教育協會有關人員等，抽取適當樣本進行調查，以為擬訂有效整合策略之參考。最後則依據學理及問卷核心層面編製訪談題綱，以立意取樣方式，進行訪談，所得資料將與量化資料結果做交叉分析，以獲致研究結論並據以提出建議。
The study is aimed at the evaluation on high school tuition policy. Three purposes are listed as follows. Firstly, the research will focus on the analysis of current high school tuition policy. Secondly, the factors that have something to do with high school tuition policy-making will be thoroughly explored. And finally, the study will offer some recommendations for the high school tuition policy-making in the future. Both documentary analysis and survey research will be administered in addition to focus-group interview. Based on the data acquired by the aforementioned methods, the research can get some conclusions and by which the recommendations will be offered as well.
