Abstract

本研究旨在瞭解臺北市國民中學教師兼行政人員倫理兩難困境現況及其可能的解決策略。除了從文獻分析倫理兩難困境外更進行問卷調查並統計分析。根據相關文獻編製「國民中學學校行政人員兩難困境現況調查問卷」作為研究工具。以台北市國民中學教師兼行政人員為研究對象,共計發放288份正式問卷,有效問卷256份,所得資料以描述統計、獨立樣本t考驗、單因子變異數分析等統計方法進行分析處理,依據統計結果有如下結論: 一、教師兼行政人員時常面臨倫理兩難困境,其中以「角色權責的兩難困境」程度最高。 二、資深與擔任主任之教師兼行政人員容易面臨「人情與法紀的兩難困境」、「理想與現實的兩難困境」。 三、中型學校之學校行政人員容易面臨「目標取捨的兩難困境」。 四、解決策略以正義倫理的解決策略優先,解決困境過程中須兼顧關懷倫理並運用溝通倫理。 最後綜合研究結論,建議如下: 建議教師兼行政人員運用專業倫理解決策略及深化行政倫理理論學習,以情強化解決兩難困境的能力。 建議教育行政主管機關,設立專職行政人員、制定明確合理法規及規劃辦理行政理論與實務研習。 建議未來研究者可針對教師兼行政人員不同層面的兩難困境之因素的差異性做深入研究與探討。
The purpose of the research is to discuss the difficult situations of the junior high school teachers who also serve in the administrative positions and find the strategies to solve the ethical conflicts between the two different roles. Besides analyzing the teachers’ dilemmas by some references, the questionnaire survey and the statistic were also adopted. Making the questionnaires for the administrative teachers according to some references was the research tool. The object of the research was the Taipei Junior High school teachers as well as the administrative staff. The 288 questionnaires were distributed and the total number of valid return was 256. Further, the data were analyzed by descriptive statistics, independent samples t-test, and ANOVA. The conclusions from the results are as follows: First, the most difficult situation for the teachers in the administrative positions is to face the dilemma of the rights and the responsibilities. Second, the senior teachers who serve as the administrative directors are forced to face the dilemmas between the duties and the feelings or the ideal and the reality. Third, the school administrators of the medium-sized schools are vulnerable to the target choice dilemma. Fourth, justice is the priority for the solution of the conflict. Understanding and communication are also needed during the process. Based on the findings of the research, I have some suggestions as follows: Firstly, I suggest the teachers as well as the administrative staff to exercise professional ethics and deepen the theory of administrative ethics learning to strengthen the ability with love to solve the dilemma. Besides that, I suggest that the educational authorities establish the full-time administrative staff to develop a clear and reasonable regulations and planning to apply for administrative theory and practical study. At last, I hope that the future researchers can explore the different factors and the deeper levels for the dilemma of the teachers as well as the administrative staff.
