高中校長遴選中家長與教師資訊獲取與運用現況之研究

Abstract
本研究探究高中校長遴選中家長與教師資訊獲取及運用的情形,以及資訊蒐集與運用的問題與限制,並提出資訊運用之建議,作為未來相關研究或政策擬定的參考。研究以臺灣某縣市作為範圍,採取質性研究,選取近6年曾辦理高中校長遴選學校共5所,其研究對象包含家長會會長、家長代表、教師會理事長、學校教師與高中校長候選人共10位,以半結構式訪談法進行資料分析。
分析家長與教師的訪談內容,發現並獲得以下結論:(1)參與內容主要有六項,而整體參與程度並不高。(2)資訊獲取有六個流通管道,對其運用則有兩種類型。(3)資訊獲取及運用的挑戰。就前述結論,有五項建議:(1)校長候選人資訊公開透明;(2)實際瞭解遴選學校生態及需求;(3)校長遴選委員會人員比例調整;(4)尊重家長會及教師會共識首選;(5)調整校長遴選相關規定。
依據上述研究結果,對於學校家長會與教師會提出四點建議:(1)資訊公開透明,不預設特定人選;(2)重視資訊品質,拒用匿名黑函;(3)學校積極宣導,鼓勵家長教師參與;(4)兩會積極合作,資訊共享共議。對於教育局處提供三項建議:(1)提供校長與學校客觀資訊,避免不當訊息干擾;(2)重視高中校長培訓制度;(3)強化家長及教師參與的正當性及代表性。
The purpose of this study is to analyze the cases on data acquisition and information usage by parents and teachers participating in the senior high school principal recruitments, as well as the problems and limitations of those ones during the processes, in order to propose some recommendations for the future studies and policy making. The qualitative approach is applied, taking a specific city as the target scope in this study. The subjects include parents' association presidents, and its representatives, and teachers' association presidents and its representatives, school teachers, and the principal candidates in each recruitment of each selected school, in which total number of 10 subjects selected from five schools with at least a principal recruitment during the past 6 years are interviewed. The analysis findings after the interviews with parents and teachers include: 1. The major 6 conditions participated and low motivation of the participants. 2. The availability of six channels on getting data and two types of information utilizations. 3. The participants’ challenges on obtaining and using the information. Based on the findings, recommendations on the improvement are as follows. 1. Transparency on the information of the principal candidates. 2. Fully understanding on the need and the requirements of the school. 3. The adjustments on the principal recruitment committee members. 4. Respect to the first chosen candidate made by the parents' association and teachers' association. 5. Adapting the rules of the recruitment. Suggestions are also provided for the parents' association and teachers' association according to this study results, including: 1. Transparency of information on the recruitment without any specific candidate pre-selected. 2. Emphasis on quality of collected data and information, denial on any black mail for any certain candidate. 3. Encouragement on the participation from parents and teachers. 4. Jointly sharingthe related information between the two associations involved. Suggestions are made for the Education Bureau as references on: 1. Objective information provided to the principal candidates and participants of the school to avoid interference from wrong messages. 2. Emphasize the training system for principal candidates. 3. Enforcement on the legitimacy and representativeness of participants selected from parents and teachers
