平衡計分卡在學校行政績效衡量指標之應用

Abstract
本研究透過文獻探討、問卷調查等方式進行研究,目的在於應用平衡計分卡四個構面的觀念與經營策略,建構適用於新竹市市立高中的學校行政績效衡量指標。文獻探討旨在(一)瞭解學校行政的意涵與功能、學校行政績效的意義、績效的概念與影響因素及績效的理論模式。(二)分析績效衡量指標的內涵、績效衡量指標的定義、績效衡量的目的、績效衡量模式與原則以及學校績效衡量指標的建構。(三)探討平衡計分卡的基本觀念、平衡計分卡的四個構面、平衡計分卡的設計、平衡計分卡的衡量指標與平衡計分卡在學校之應用。問卷調查則是以新竹市三所市立高中280名教師為施測對象,研究者自編「學校行政績效衡量指標」問卷為工具。進行問卷調查,問卷回收率為84%,有效問卷回收率為81%。經採用SPSS電腦套裝軟體,進行次數分配、百分比、平均數、標準差、獨立樣本t考驗、單因子變異數分析與雪費法事後比較等統計方法分析,獲得研究發現據以歸納結論,提出建議,供相關單位及人員參考。
依據蒐集資料分析的結果,本研究結論與建議如下:
一、結論
(一)平衡計分卡適用於建構學校行政績效衡量指標。
(二)透過平衡計分卡可有效執行學校經營策略。
(三)藉由平衡計分卡的實施,解決學校面臨教師參與不足的情形。
(四)建構學校行政績效衡量指標共四大構面、十五個關鍵驅動因素與五十三項衡量指標。
二、建議
(一)建立合理之學校本位的學校績效衡量制度。
(二)透過「學校行政績效衡量指標」,可以瞭解學校行政內涵。
(三)應用「學校行政績效衡量指標」,做為學校行政績效衡量之
基準。
(四)擴大研究場域、增廣研究對象與考慮增加訪談等,對後續研究的建議。
Through documents analysis and questionnaire investigation, this study was designed to apply four-construct ideas and administrative strategies of Balanced Scorecard (BSC) to build up the index which could be applied to measure the administrative performance of Hsinchu city municipal senior high schools. The documents analysis was mainly designed to understand the connotation and function of the school administration, the meaning of the school administrative performance, the general idea of performance and related reciprocal factors, and the theoretical model of performance. This study will analyzed the contents, connotation, aim, model, principle, and construction of performance measuring indexes. Moreover, This study research enquired the basic ideas, four constructs, design, measuring indexes, and application of balanced scorecards. The questionnaire investigation was targeted at 280 teachers of three Hsinchu City municipal senior high schools, who were tested by the questionnaire “the measuring index of school administration performance.” Of the questionnaires, the effective ones are 81%. SPSS software package to was used undergo statistic analyses like frequency distribution, percentage, average, sigma, independent t-test, one-way ANOVA, and Scheffe’s method. According to the search result, several suggestions are advanced as references for units and personnel involved. According to data analysis, main findings and suggestions are advanced as follows: I. Conclusion A. The Balanced Scoredcards could be applied to build up the measuring indexes of school’s administrative performance. B. Through Balanced Scoredcards, school administration strategies could be effectively performed. C. By the performance of Balanced Scoredcards, school could solve the situation of teachers’ lacking of participation. D. Build up the measuring indexes of school’s administration performance including four-construct ideas, 15 main driving factors and 53 measuring indexes. II. Suggestions A. Building up a reasonable performance measuring system based on the school B. Through the measuring indexes of school’s administrative performance, understand the contents of school’s administration C. Applying the measuring indexes of school’s administrative performance as a criterion of measuring school’s administrative performance D. Suggestions for further research
