校園權力運作的微觀政治研究-以基隆市某一高中為例

Abstract

本研究以基隆市某一高中為研究對象,運用2011年至2015年深入個案學校進行探討個案學校校園權力運作的微觀政治現象。為達研究目的本研究採個案研究;深入個案學校校園權力運作情境脈絡中進行觀察,並透過文件分析及訪談調查法,蒐集所需資料。文件分析內容,包括學校校務會議紀錄、行政會議記錄、家長會會議記錄、相關的官方文件以及個案學校之各種權力運作有關係之團體相關會議記錄。訪談對象包括個案學校校長、行政人員、教師以及家長等等,以了解個案學校校園權力的運作、權力的結構、權力的角色分配、權力的附隨功能等。為了瞭解個案校園權力運作的實際狀況,本研究透過個案學校的正式會議場合、非正式會議場合以及非正式的政治互動場合為本研究進行觀察的場所。 本研究主要包括:學校權力主導者,在思索權力溝通會伴隨著自我鞏固扭曲和不平衡的人際互動。個案學校組織內部與外部,包含區域經濟發展、政治整合與社會文化的交互作用、人力整合、 社群聯盟的夥伴關係等種種因素,造成決策運作的多變性以及資源分配的不對等性。個案學校面臨發展機遇挑戰,希冀透過開放的態度與創新,引導組織學習成長,創造卓越教育績效,解決個案學校校園權力運作的影響。策略學習強調教育創新多元經營、領導管理創新以及教育訓練創新,帶動全體師生正向學習解決個案學校校園權力運作微觀政治現象蘊藏問題之策略。 最後,根據前述結果,分別對主管機關、個案學校以及未來研究等,提出建議。
This purpose of this study was to investigate the micro-politics of the the a study on school-based power operation. Case study approach was used in this study and one senior high school in Keelung City as the target case . Data was collected through document any analysis and interviewing. The former included school affairs meeting minutes, administrative affairs meeting minutes, and parents meeting minutes; the latter included the principal, administration staffs, teachers, and parents. The conclusions of this study were as follow: The leader of school-based power sometimes does something wrong, especially in decision making and resource distribution because of some interior and exterior factors such as economic development, the interaction of political integration and social culture, human resources integration, and the relationships of group allying. I expect that the school authorities could face the problem and solve the problem he/she meets by open minded innovation, learning organization. Based on the conclusions, some suggestions were offered to the LEA, the case school and further researchers respectively.
