中央警察大學學術著作數位出版研究
Abstract
數位典藏是圖書館因應數位出版及網路科技之發展,提供使用者隨時隨地獲取學術出版品的因應措施。警察大學之學術著作有其特殊性,主題獨特為國內其他大學所無,因此在學術上亦具有重要性。為了解以數位典藏方式儲存、並透過網路提供使用者存取這些學術資源的可行性及會遭遇的問題,因此進行研究。主要的目的有四:
一、瞭解傳統學術出版到數位學術出版的轉變;
二、探討中央警察大學學術創作者,使用學術出版品的習慣與經驗;
三、探討中央警察大學學術創作的出版模式,含出版、典藏、流通等三個構面;
四、探討中央警察大學學術創作者,對其學術著作進行典藏、流通推廣(含開放存取及商業授權)的意願及相關意見。
在文獻分析所建立的基礎下,選擇實際有參與以無償授權著作予警大警學知識庫的該校師長為對象,進行抽樣訪談調查。運用質性研究法中的訪談法進行研究調查,同時佐以問卷調查受訪人的基本資料及相關問題。希望經由實際的訪談,將訪談結果綜合整理出具體可行的建議,瞭解校內師長們對學術著作出版、授權、傳播等議題的認知與意見,於未來研議發展警大學術著作數位出版模式時,做為範本參用。研究發現五點結論:
一、科技進步影響出版載體,但仍未能改變閱讀習慣;
二、不同學科學術傳播發展趨勢不同,應予尊重與配合,尤其是需跨學科研究時;
三、警大創作者對圖書館電子資源需求仍有不足;
四、創作者對論文被引註情形的關心因學科類別而有差異;
五、警大師長對其著作供學術研究目的的授權都持開放心態,免費配合。對著作的商業授權與運用,則多所顧慮,包括資料內容及心態問題。
同時也分別就警大學校、師長、及圖書館和館員三方面提出具體建議,希望早日實現建構警大學術著作數位出版模式,建置完整的警大機構典藏庫,以提昇警大學術地位、提振警大學術研究風氣、及增加警大學術著作的知名度與曝光率,並得以保存警大學術研究成果。
Digital archiving is the library’s response to developments in digital publishing and internet technology. It allows users to obtain academic resources at anytime from anywhere. The Central Police University has certain unique publications that are not available elsewhere in Taiwan. Thanks to digital archiving and internet technology are possible to publications from the Central Police University that earlier would have been unavailable to the public. The main goals are as follows: 1.To understand the transformation from traditional academic publishing to digital academic publishing 2.To probe into the publishing habits and experience of authors of Central Police University publications. 3.To probe into the modes of publishing of academic works at Central Police University. 4.To explore the opinions of authors at Central Police University concerning archiving and circulation of their publications. For our analysis of documents, we selected teachers from Central Police University who provided their works to the university’s library free of charge. We conducted interviews with them and also submitted surveys for them to fill out. It is our hope to use these interviews as a means of grasping how these teachers views academic publishing, authorization, and dissemination. This should help in the process of switching over to digitalized publishing. We made five discoveries: 1.Technological advances influence publishing mediums, but do not change reading habits. 2.It is necessary to respect and follow the specific ways that different fields disseminate knowledge, especially when conducting inter-disciplinary research. 3.The demand for electronic resources at Central Police University is still not sufficient. 4.There are no accepted modes of citation among Central Police University authors. 5.Teachers at the Central Police University have are open-minded when it comes to questions of authorization, though they have misgivings about commercialization of the process. In response to the suggestions of this school, teachers and library employees, we hope to implement the digitalization of resources at the Central Police University as soon as possible, and to set up a completely archiving system, so as to raise the university’s academic position and spread awareness about its authors.
