Abstract

本研究旨在建構職業繼續教育之理論基礎及探討職業繼續教育之制度規劃事宜。 在維護人性尊嚴之前提下,本研究乃分別從教育、社會、經濟、政治及科技五大層面,進行職業繼續教育之基礎探討,以為職業繼續教育之理論建構,進而界定職業繼續教育之現代意義、確認職業繼續教育之結構內涵及瞭解職業繼續教育制度之建制架構。同時,本研究亦探討英國擴充教育、德國職業教育與訓練二元系統、美國社區學院、日本短期大學及中國大陸成人高等教育等職業繼續教育特色學制,及各該主要國家實施職業繼續教育之法令依據、政府與民間在職業繼續教育中之角色扮演,及各主要國家職業繼續教育之發展趨勢後,再對照我國施行職業繼續教育制度現況,並得以結合理論與實務經驗,提出我國職業繼續教育制度之規劃芻議,及獲致二十七項主要研究發現。 根據研究發現,本研究對於我國職業繼續教育之理論建構與制度規劃探討,歸納結論如下: 一、 在現代化與全球化潮流趨勢下,作為成人發展途徑之職業繼續教育將愈形重要。 二、 職業繼續教育之教育方式將越趨多元,並突破時間與空間之限制。 三、 政府與民間應共同掌握職業繼續教育之現代定位,俾利規劃設計職業繼續教育制度。 四、 政府與民間應於維護人性尊嚴概念下,共同建構職業繼續教育結構內涵。 五、 政府與民間應共同解決職業繼續教育制度之教育活動、制度規劃、經濟效率、決策分析及資訊科技運用問題。 六、 職業繼續教育之實施應有法律依據。 七、 政府在職業繼續教育制度中之角色扮演應予釐清並為有效執行。 八、 政府作為職業繼續教育制度之主要規劃者,應強化自身之專業及管理能力,並應建立衡平之運作規範。 九、 民間應積極參與職業繼續教育制度之規劃,並為有效之品質監控。 十、 職業繼續教育之理論建構應繼續深化及發展。 此外,依據主要研究發現及結論,本研究分別對職業繼續教育治理者、職業繼續教育提供者及職業繼續教育接受者,提出十四項建議;同時,本諸研究進行過程中之實際體驗,並提出後續五項研究方向之建議。
The aim of this study is to theorize and to institute toward continuing vocational educuation in Taiwan. Viewing from educational, sociological, economical, political and technological perspectives, continuing vocational education is theorized and instituted. Three approaches are conducted in this research, literature-review, field-interview, and comparative-analysis. Based on analyzing the current institution of continuing vocational education of United Kingdom, Germany, United States, Japan, and People Republic of China, this research study generalizes the trends of continuing vocational education in those countries. According to the theory and institute-planning this study develops, twenty-seven findings and fourteen suggestions are provided. Ten concludings are made for theorizing and instituting toward continuing vocational education in Taiwan: 1. Under the tendency of modernization and globalization, continuing vocational education will be more important for adults. 2. The way to approach and to instruct continuing vocational education will be more flexibile and not be limited by time and space. 3. Both people and government should work out the meaning of continuing vocational education together. 4. Both people and government should construct the the content of continuing vocational education’s structure jointly. 5. Both people and government should solve the problems that happened in the process to institute continuing vocational education collaborately. 6. Continuing vocational education should be legalized for practicing. 7. .The role of Administration in the institution of continuing vocational education should be made up clearly and be acted effectively. 8. The Administration should strengthen its professional and management ability for planning the policy of continuing vocational education, and establish the rules for the public. 9. People should participate the process of instituting toward continuing vocational education positively, and assess the quality of the policy. 10. The theorizing toward continuing vocational education should be explored and developed continuely.
